order at -BRIEF ANNOUNCEMENTS- Alma
Nemrava -When
we have guest speakers, the HCCC is going to try and have our regular meeting
AFTER the speaker. -We
were also reminded that the meeting does not end until -A
sign-up sheet was passed around for the -A

reminder that Hammock Days will be celebrated 4/27. -PROGRAM-Janine Fonseca,

HCCC website. -JANUARY AND FEBRUARY MINUTES
WERE APPROVED -TREASURER’S REPORT- -Carole McCleery could not give the report because she
forgot to bring it. -She reminded us that many dues still needed to be paid
in order to meet our obligations. REPORTS- -HCCC
website- John Byrd encouraged everyone to use the HCCC website. We are
including a lot of information which you will find useful and informative. For
instance: the calendar of events, upcoming speakers, the monthly minutes,
agendas, and power point presentations. Please mark the web site as one of your
FAVORITES on your computer. -PARKS-Dennis
Clark updated us on improvements near Marineland. Crosswalks have been
installed as well as the rock wall which will eventually have a sign indicating
Scenic A1A. Landscaping will be done after a bid is accepted. -
Bids have also gone out to do work on the Coast Guard tower, more walking paths
and on the South part of Bings Landing. - Bay
Drive- the county wants to get grant money to develop it. There was discussion
that this concept has been around for a long time without anything happening. -FUTURE GROWTH in the Hammock- Dennis Clark referenced
his power point presentation from last month’s meeting which is available on
our web site. - He also said that a committee of 17 volunteers had met
3/3 to address potential goals and objectives the HCCC would want to explore
and possibly pursue. These 9 areas of interest are available on the web site in
greater detail and reference the 2003 Charrette. Dennis also gave this
information as a hand-out available at the meeting. A discussion then began
which mentioned: -Perhaps getting a special exemption for the
A1A corridor for special zoning criteria. The response was that the Scenic
Corridor ordinance addressed that but adherence to it was still a problem. -How to get zoning to conform to the Charrette? The
Scenic Corridor Overlay has used some of it but it is still a problem. -Village type shopping/clustering. -Dennis is on the County’s Futures Committee and
explained that the County does not get into the type of detail the Charrette
addressed. -Dennis also encouraged everyone to take the survey on
the County’s web site (FlaglerCounty.org) so that we can impact the future
thinking of the County. -PARK
DEED RESTRICTIONS along the Greenway- John Byrd gave us an update. Melissa
Sheets, the coordinator with -A1A
DECISION ON CAR REPAIR- Alma Nemrava reminded everyone that the HCCC had voted
to accept the concept of this repair and car wash facility. She indicated that by
the time the presenter went before the Scenic A1A Committee, the presentation
had changed significantly. The building size had increased from one story to
two, the bays would be in the front not in the back and would be kept
open, wanted more of the lot paved,
wanted a zoning change, and did not in fact own the land. Scenic A1A did not
approve his business. -HAMMOCK
DRAINAGE- Alma Nemrava discussed that Marineland Acres and 6 other
neighborhoods are affected by this drainage problem. She said it had been 5
months since the County told the engineering dept. to find at least partial
solutions to the problem. Since Sea Colony had not heard anything, she recently
wrote a follow-up letter. Mr. Coffee answered by saying that the area south of
Sea Colony isn’t even part of the engineer’s study area! He said the County is
not responsible for the area from Sea Colony to Solee, because it is privately
owned. Sea Colony has written back to Mr. Coffee to try and clarify this
position. -It was mentioned that The Land Acquisition
Committee is trying to mitigate the drainage problem by purchasing a parcel of
land above Bay drive. The asking price is 10 million and the committee is
looking for money. NEW
BUSINESS- -Dennis Clark mentioned that the cleared
land south of Mad Dog’s is going to have underground storm water storage above
the office building with apartments. -Dennis Clark mentioned that the widening
of A1A is where the new Colonial Bank will go. It will have a 1 land
drive-thru. Scenic A1A is reviewing their plans. -Alma Nemrava mentioned the success of the
Women’s Self Defense Class which had been held as Sea Colony. She will try and
have more classes. -Don Hoskins mentioned that Easter Sunrise
services will be held beachside at Washington Oaks. The
